Belarus loves Russia and wants MARRIAGEMARRIAGEMARRIAGE. Russia would like anything but that. He stalks China quite a bit, but China would prefer him to go away.
Stuff happens, and eventually Belarus and Russia are awkward with each other, and Russia and China are the "canonical" pairing because of good diplomatic relations. Or something, I can't quite figure out the fandom sometimes....
