Ah yeah, cell phones are terrible for quality photos, especially when dealing with drawn art on white paper.
There are some decent digital cameras you can get for 50 bucks. Just try looking in a Wal-mart or similar retail store. (Kodak EasyShare and HP Photosmart are two off the top of my head)
Even so, try to take a picture with the light source BEHIND the paper, or at least not directly behind you and in front of it, to reduce glare.
