OC or own character is a person's character they made with no relation to any other comic but the creators own comic or just an drawing they created.
FC can be created to represent someones comic like people making characters for Taeshis comic (which there are several but only few made it into the comic though she hates fan characters..) they are mostly based of main characters.
I don't blame you for getting mixed up with the terms but they do commonly get mixed up for some reason. I hope my explanation makes sense to what you asked.
